Sheri,
I got it at Petco. They call it a rain suit. Don't know why because it's more like a snowmobile material. I had a tailor replace the ribbed ankle material with a more spandex ribbed material, I picked up at Joann's fabric.
Here is the snowsuit. I also added snaps myself.
