wet muzzle has got me puzzled

The hair on my havanese's muzzle stays wet a lot, I don't know why but I see him licking his paw and then rubbing the sides of his muzzle. I thought maybe his eyes are itching and that's why he does it. He's been wet like this for a long time. Once in a while I might actually see his muzzle hair dry and fluffy. Mostly though its wet and frouzy. Does anybody have any suggestions? He's going to the vet in a few days and I will ask the vet.

Hi Donna, is he teething. I remember Charlie drooling a lot and having a wet muzzle when his adult teeth we're growing through - think it is the pain that makes them drool. Chewing on a frozen wetted towel helped him a lot.

My Scudder always has a wet mouth. I think he drools a bit. It's always been like that and he is a healthy 8.5 year old boy
Because of this, his muzzle is so stained....
