House soiling problem

So my friend recently got a new puppy about 7 months old now. She seems healthy and all but the problem she has is that its been peeing and pooping in the house at night but during the day it goes outside. One thing i realized is that she does not crate her and there are 2 cats around who use a flap door to go out. Could the cats be the problem or is it a crating problem?

Any dog who is not COMPLETELY potty trained should not have full freedom in the house. When she can't be watched carefully, (especially when people are asleep) she needs to be either crated or in an small ex-pen with a potty of some sort. (litter box, UgoDog, or at ver least, pee pads)
