Aggressive toward workmen

Whenever a service person (electrician, plumber, etc.) enters the house, Milo takes on a defensive stance - he barks and bites at their pant legs. I have to keep him leashed to me while they're working in the house. I believe he thinks that he's protecting us. Any ideas? - it's annoying and embarrassing

I think it may be that they take their cues from us. When friends or family come over they get a different greeting and you speak to them differently than you would a plumber or the cable guy. I think they can sense that and are more alert.
I live in an apartment complex and Piper very nicely greets any man, woman or child we come across but the second a worker comes by, she starts barking. I'm not sure why this is but I suspect it's my body language?

Maybe he's trying to herd them? He knows they don't "belong" there?

He knows that they're not there to visit. They're working on their own, away from us, and he gets aggressive and protective.
