I am pretty sure you will find that it mats your Havanese if you use it for more than just a trip to the ring and back. Any with a padded back piece do.
For getting to and from the ring, most of us with toy dogs carry our dogsin and out anyway. So I use a wide, padded, martingale style collar and leash combined to comply with the letter of the law for my dog to be leashed entering and exiting the ring at trials. It's easy to slip on and off, and in a couple of venues where we compete, the dog needs to run naked anyway.
For casual walking, Kodi wears a Sensation front attach harness. But, quite honestly, that hasn't worked well for my shorter girls. I just bought a Petsafe harness for Panda, and I REALLY like it. It has too many snaps to be convenient for agility, but it is easy to put on a coated dog because the attachment points are up on the top of the ribcage, where it's easy to keep the hair out of the snaps. There is nothing to restrict movement of the shoulders, which means there is no rubbing (or matting) there, and you can either attach the leash on the chest strap if you've got a puller like Miss Panda, or on the back if you have a nice, polite walker like Pixel.
