Question 8 month ol Havanese-outside potty issue

I have an 8 month old Havanese (Chico) who LOVES to do her business on training pads in the house but has little interest in going outside. I have probably done everything wrong from the beginning but thought she would get the hint from my 5 year old maltese I feel like a failure How do I start over with Chico? Any suggestions?

I don’t think you need to start over at all, unless she is currently having accidents in inappropriate places in the house. Just give her plenty of LONG access to the outdoors... long walks, long times playing in the yard, etc. she will eventually go, and you can have a HUGE party, telling her how wonderful she is and giving her yummy treats. A few “parties” and she will begin to get the message that outdoors is a GREAT place to go.

Long play times for sure (fenced yard?) Perry even at 2 1/2 will be running around playing and then suddenly stop to poop or pee (like it just occurred to him). Last weekend we were playing fetch and as he was running back to me with the ball he suddenly veered slightly off the path, squatted, pooped ,then picked up the ball and continued running back to me
