USDA breeders

Has anyone dealt with USDA breeders? Is this always a bad way to find a puppy? With the limit of Havanese breeders in my area that are easy to travel to, it would be great if I could find a puppy locally in a reputable pet shop. I would prefer finding my next dog through an AKC breeder, but I am not having luck so far. There are no AKC breeders in my area, I would have to travel a great distance. I would like to bring the puppy to my own Vet and the breeders only want to give me 72 hrs to have my own vet check out the puppy. With the traveling distance involved, 72 hrs is not enough time. Also, the breeders are overly harsh and unrealistic in their judgements. I have been referred to some breeders that I have been told are good to deal with, but again, they are quite far away and I am not sure how soon I can travel there. However, I will contact them also.

A "USDA" label absolutely ALWAY means puppy mill. No reputable breeder breeds enough dogs to need to bother with it. No reputable breeder EVER seels puppies through pet stores. EVER.

The "72 hour" rule is for your protection as much as the breeder's, and is usually after you get the puppy home, not including travel time. It is certainly something that a breeder will discuss and modify for you based on your circumstances. Lots of us have to travel for well-bred Havanese puppies. I traveled from MA to NC for two of mine, and I don't regret it for a moment. Also, "how soon" doesn't matter. Find a good breeder and get on a waiting list. You don't decide to get a puppy today, and go get it tomorrow or even next week, if you want a good quality dog of any breed. You find a good breeder, get on the waiting list and... wait. I waited a year for my first and about 18 months for my second. (while working closely with the breeder) My third was a bit of a surprise, but that doesn't happen often.
