I’m a professional groomer. That said some of us are working to get licensed, and some states are working at regulating the industry. Currently there are a few groups that test groomers’ acumen. NDGAA, IPG and ISCC all offer programs that require groomers to be more skilled and educated. They become ‘master’ groomers. This is something to look for in a groomer although they are usually more expensive as they are the ones with the actual credentials I am not a master groomer, yet, but hopefully I’ll be able to start the process this year.
That being said.... There is NO such thing as a puppy cut. Puppyhood is a time of growth and change. A puppy’s hair although close to all one length is not actually. Different areas grow at different rates. I have a Pomeranian puppy I do who has almost no hair on her rear half but her ‘ruff’ area is over 3 inches.. she’s about 5 months old. One of my coworkers jokes that puppies come out pretty close to hairless. (Which is apparently close to the take of your groomer). I hear ‘puppy cut’ and if mom/dad can’t be more specific, I clip the puppy to 3/4 of an inch everywhere, leaving the tail, but including the ears. It usually looks about like my 3 month old Bichons did. A good groomer asks for more detail. Or is conservative when unsure of exactly what the parent wants (which, honestly, sometimes they don’t even know).
Thankfully, Havanese do not have the kind of coat that gets destroyed by being shaved short. It will grow out and you can go from there. I do agree that you should not go back to that groomer. I would start interviewing groomers now before her next groom is due. Find someone who understands what you want and is willing to do it. Not someone who is going to do whatever they want or whatever is easy. That said groomers are not miracle workers either. I cannot make your doodle not ‘look like a poodle’ because a doodle Is part poodle... and most of them actually inherit the poodle bone structure. Lol.
I can however help you keep your Hav in any length coat you want, including a full coat, as long as you’re willing to meet me and do your part.

Also.... many newer groomers or those not so familiar with the breed do not realize that the Havanese coat is not like a Shih Tzu and the hair does release and blow or brush out. I always bring Kati in for the new groomers when she is way past due for a groom and ask them what they think should be done and inevitably they tell me shave her in 1/8”. They are amazed when I tell them that she will brush out and then I do for them. This is much more dramatic when she was in full coat at like 5 or 6 inches long. Now that she is an ‘only’ dog, I’d like to grow he out again.
