I think it depends on your state. In MA, which is more enlightened than many, the pup must have it before they turn 6 months. We wait until JUST before they turn 6 months. You do need to do what the law says to be in compliance. Also, as far as I know, the one year booster is a federal requirement, not state. So I do not believe that a dog who has only had a puppy shot will be able to go 3 years before getting a booster. AFTER the 1 year booster, they go to 3 year boosters.
Also, how the dog "reacts" to their first rabies shot, especially in the moment, has NOTHING to do with why it should be given at a particular age, and ESPECIALLY whether it should be given in conjunction with other vaccines.
