Storm door with built in dog door

I'm thinking of putting a storm door like this one with a built in dog door on my back door.

Is it JUST the storm door? Wouldn't that still mean you have to open the inside door for them each time?

We just had the exterior doors on our house replaced and I looked at a door very similar to that one. I ultimately decided against it (and it had nothing to do with the door) but we have two gates to our backyard which is where the dogs would be going out to and I am so afraid that someone will forget to shut one of the gates and the dogs will get out of the yard. (probably just my paranoia but rather be safe than sorry)

Yes, I want to be able to restrict her access to the yard to when I am there to watch her. I plan on leaving the inside door open so she can come and go as she pleases when I am there to watch out the window. I was also concerned about unwanted visitors coming in and this should eliminate that possibility as well.
