Hello Sheldon! Congratulations, he's adorable.
The fastest way to get the crying and whining to stop is to ignore it, as hard as that is. Any attention you pay to him will only reinforce that behavior and make it harder to get rid of. When I got Piper I lived in an apartment and I know how stressful it can be to worry about the neighbors. I actually went and talked to the neighbor downstairs and told him that I had a new puppy and I was sorry but a few days of barking/crying would save us both from months of barking and he was more understanding than I had expected. Luckily after 2 to 3 nights or howling like a wolf, she stopped doing it. Good Luck!
