Check with Carol Croop at Premiere Havanese. http://premierehavanese.com/
She is an excellent breeder, does all the health testing and is a member of the HCA.

I live in Virginia Beach, but ended up going out of state at the time. I don't know of any havanese breeders in Vabeach, you may have better luck in Northern Virginia or even NC or the peninsula, just make sure the breeder does all the suggested health testing and certification on their dogs, it will benefit you in the long run. Also the list at the Havanese Club of America website is a great resource.
